Reporting with Video Evidence

Hey, I would like to report some bug abusing people, that i have video evidence of, but I don't know the file size, that is allowed. If I try to upload it with the report, it just gets stuck before ending the upload. Do I have to upload to Youtube and attach a link in the report?
