server damage/line congested

hello today -march 24,2019: got a very serious problem since yesterday : waited for 1 day to try and log again but still it says :LINE CONGESTED & SERVER DAMAGE. anybody can help explain if  this is an internet connection problem or my game software or hardware is in trouble ? or i need to DOWNLOAD the game again?

help explain or give a suggestion please
