Level Up! Weapons missing

Where are the Level Up! Weapons that Toma has. I’ve check the NPC for them, but they are no where to been seen.

    okay probably necroing this but I hope this will help newer players and those that haven't found it yet.
    Toma no longer handles it, Go to Treo in the GM Map, he looks like a calculator.  Belos entrance is at the giant clock, Elias's entrance is next to the building that goes to the Palace.
