Spring sale expansion items

With items in the spring shop that can expand skill slots, vault, storage, and captains bag, I had a couple of questions:

Is this the first time these items are becoming available since the reset? My memory is failing me as to whether I bought these before or after the reset.

If so, is there a way to check if these items have been already applied to a character? I'm worried I'll buy one and be unable to use it, then have wasted my money.

    The items were first available right when the server started but papaya pulled them shortly after. If you get these items and it turns out that you already used, then just use them on another char or sell them in merch chat. They will sell easily since they aren't regularly available.
