  if you're new, there are some "minimum requirements for purchases".

  For WarRock is:

  You must wait 1 day after registration and your character level must be 7.

  This is to buy WRCash by the way (cuz I don't get if you already bought the WRCash or not).

  
  

  If you get the writing:

  You must wait 15 days/minutes before trying again.

  
  

  Try to relog till it works.
