Failed to Execute error?

Hey all :)
Having an issue with my alt client loading. {I only use 2 characters..1 is a mule for the most part}
I didnt have a problem a couple months back loading them both..now I can't load but 1 at a time.
I have uninstalled/reinstalled, Deleted erl files, deleted the gameguard folder, updated windows and reinstalled..and finally tonight just uninstalled everything and deleted everything concerning UWO off my computer, and grabbed a fresh install from this website.
It still will not let me load up a second client.
Anyone have any clues?

Ok, well since I had to figure it out myself I did find the cause.
