Is the game dead or is it heavily pay to win?

If it's heavily pay to win and if it's easy to level up then this game is dead. I want to come back and play 2moons again but back then when 2moons was still a thing the game was popular asf now it's dead.

    there are pay walls  ones u hit over 200 at leats thats how it use to be i just started back i seen there been some work on the game some so no idea if  any thing past lv 215 is still hell mode
