Where is Quodar? Scenario Quest

Hi Everyone.
Im a returning player and I'm just stuck on this quest. I have no idea where to go
Its a scenario quest at lvl 155 Quodar on the Frontier. You get the quest from Freia at Bay Module 2.
The description is:
Go meet the Quodar on his business trip. Hint: "The best-growing plant in the underworld."
