Can't create new account

Hi Guys

I have been trying for some months to create a new account i put the caracters accordingly and when i press create account it says that a error occured but it does not says what did go wrong.
I used the outlook email if someone used and occured a problem please tell me.

    All new accounts require a new email. You cannot use the same email to create new accounts. perhaps this is your issue. Let me know.
