Wonder Seeker for Venice

I'm stuck on Wonder seeker chapter 1 as Venetian player, when the event describe that Vittoria interested on Mina's activity and propose to go to Athen for document investigation. I went to the archive but nothing occur, and go around the city but still nothing happen. Can anyone give me some advise? Thank you.

    It was a bit since I did this but from the harbor in Venice, try walk a little bit in the direction opposite from the shipyard. Mina is lurking there sitting on a bench or whatever waiting to depart.
