Unable to submit Join dead front main quest to Elona

I've finished the quest and went back Elona (completion NPC). Unfortunately, there is no question mark indicator on top of the head and I tried talking to it but it only display default text. I would like to know if you can fix this or may I know who is the real completion NPC for this quest

    That quest has been an issue for a while. You actually submit it to Bainadar, in Space of Pilgrimage.
    The car's on fire and there's no driver at the wheel
    And the sewers are all muddied with a thousand lonely suicides
