Hello guys! 

I do have a question.. In new server Helion to have skills transup say there we need rank, but I see some people don't have any or low rank and they has skills transup.

It's possible do have those skills without Rank?

Appreciate any reply!

    Yes it is. TransUp skills can either be raised with sufficiently high levels, or by achieving high enough rank. The translation implies that rank is needed but this isn't the case.

    What about the quest? I hit lvl 131, but didn't get the skill
