Spring Event Expansion Items Not Working

I recently purchased 3 each of the spring event quarters expansion items.  When I went to use them, I was unable to successfully use them all.  Equipment Expansion worked twice.  The third time, I received a message saying "Cannot expand storage any further."  My storage capacity, with furniture and after two uses, is 7.  Consumables received the same message after only 1 use.  It's storage capacity is at 9.  There was no indication that these items could not be used to expand past a certain point upon purchase so I don't understand why this is occurring.
