Hello!

After done monster hunt quest I got a "Grear wheel (24Time)" item.
It is "A piece to activate the Orbis of Fate".
In general menu I know about "Orbis of Destiny",
but this option is not active. I push it on and no result.

Questions:
Are Gear wheel and Orbis of Destiny option somehow bound ?
How can I activate Orbis of Fate ?
Is there NPC about it ?

I will appreciate about hint.

    It wasn't working when I joined the team. I believe it's an old feature which hasn't been fully removed. 
    The car's on fire and there's no driver at the wheel
    And the sewers are all muddied with a thousand lonely suicides
