"Jumping support" package

I did not receive this package when I made my account a few days ago, I saw someone link theirs and thought it was a bit weird. I had a different package, and after I opened the one for lv165 it disappeared and there was no more packages left. I wonder where you can get this "Jumping support" package?

    The 180 package was part of the Helion launch event, and only for characters who were created in the first 4 weks after launch. characters created after this point only receive gear up to level 165.
