Job Endorsement from NPC at Sea

General Discussion
So I have done this:
- rescued an NPC
- received a letter of appreciation 
- selected Receive Endorsement 
It tells me I can Receive a Job Endorsement from other Nation’s NPCs on the Sea.
How do I do that?
I think I do see NPCs whizzing past, but usually too fast to interact, and even if I do manage to click the only option I get is to attack.

    Not all npcs hand out endorsements.

    The Uncharted Waters Wiki has a list. Search for "Job Endorsements from NPC at Sea."

    Once you find the npc you want, click on the Letter of Appreciation and select Receive Endorsement. Then click on the npc ship and you will see another button. Click it and you will receive the card.

    It's better to locate the npc first and then activate the letter of appreciation, since the letter expires after a short time (half an hour I think).

    Ah, that makes sense, thank you. I already wasted one through not knowing what to do, but I have another.

    Looking at the wiki list, it could be I was wrong - maybe a majority of the npcs (at least the flagged ones) do give out endorsements.

    I managed to find the right NPC and got the endorsement I was looking for. Thanks for the help.
