How Does Ottoman Sail a Clermont?

So the guide says to go to your countries IR city.  The Ottoman do not have one.  I tried the Dutch which was in revolution. It worked for my alt (Portuguese) but not me (Ottoman)...
Do i have to defect back to a European country to do this?

    The Ottoman character's IR nation will be their original nation (or the last nation they defected from).

    Your Portuguese character's IR status had nothing to do with the Netherlands' IR status. Portugal was probably in IR status at the same as the Netherlands. (Or, perhaps you thought it was working for your Portuguese character but wasn't.)
