Storing skill books

I have a 5 shelf skill bookshelf and I have already stored 2 out of the 5 skill books that I would like to store, but when I try to store a 3rd book, it won't let me. 
Is there a waiting period, or something? It has been 3 days already.
Appreciate any suggestions

    yes there is a waiting period. The time is based on what rank the most recent skill added is. 1 day wait per rank of skill.
