I've googled and googled, translated and could not find an answer to my questions. I've having a hard time and am reaching out hoping someone can help me.

1. Can you get a population to 7k, build the R3 Shipyard, delete the housing AFTER you don't need it, and maintain all privileges' of the R3 Shipyard?

2. On the other facilities that require 5k, do you have to maintain 5k housing at all times to build what you want and THEN can you demolish those as needed to build some of the other buildings that require a lower level population?

Any help, direction would be greatly appreciated.
