papaya package

hello there ;) 
if i read correct it says an account that has been migrated to papaya will get the papaya packege ?
that means if i start from scratch with lv 1 char he will get package ? and my other characters to ?
caus  i think it doesnt mention that it is for 1 character .? or i'm wrong?
pls correct me if im wrong

    1 per account from what I understand it to be. I could be wrong tho.
