Depending on when the unban date is due then wait and migrate before July 13th if unban date is after that I suggest opening a support ticket with Nexon and see if they can assist you any further as they're the ones that have banned your account.
@Ponury can you send me the link of the topic where this 13th september date is stated as the last date to migrate your account? Can't find it on the forum.
Nexon EU is discontinuing service for War Rock on July 13th, after which time the game will move to new servers hosted by Papaya Play. Following Nexon’s termination of service, all legacy character data will be lost. In order to keep your game data you must transfer your Nexon account to Papaya Play.
According to this message after July 13th, all the data that is not transferred will be lost.
- July 13, 17:00 – August 16, 18:00 CEST. - Account migration will still be available. - If you migrate your account during this period, you will be able to play War Rock using your migrated account through Papaya play after August 16 at 18:00 CEST.
@dissessia1 as stated above and in other threads you keep flooding, submit a ticket to Nexon, they're the only ones that can help you or suggest something, never know they may just unban it now for you so you can transfer it, I doubt it but you never know, other than that I can't see any other way.

Dragon i totally agree with you! I have to run after the support just to ask what happens with this account! And as the whole community know the support needs decades to answer on a ticket! At 1 ticket I waited 5 months for the first response! And then they complain about opening several tickets for the same matter!
I want to get my account back! It has been banned temporary in 2012 I think I was punished enough now! I'm able to play legit! I'll let you know as soon as I get a response on my ticket!
I had a problem once submitted a ticket got sick to death of waiting for 2months so PMed an Admin my Support Ticket #Number and they responded within 20minutes.
Could always give that a go and see what comes of it?

I do remember reading a September date as well yesterday (on May 24th), and thought that was surprising, but now I can't find where that was. So I'm sure it was a quickly corrected error.
I see this being a common thing here. Papaya has no data on why your account was blocked. This would be a Nexon related issue and they would be the only ones that can perform any action on you account.
