This also happens to me, but only when I start the game for the first time. It normally lasts about two matches and then everything goes fine. Is your lag permanent or does it only appear when you open WarRock?
I also experience what 4ntyCr1st0s has, lag in the first couple matches (a lot worse in the first match for me). It's like the game is trying to get all its memory into RAM. (And my RAM is full from my other applications, so it's being written to pagefile or something, IDK.) But once that's all taken care of, the game is fine.
Now, do note that the limiting factor for most PCs is the CPU. I don't know if WR even uses GPUs. (I've never had a dedicated GPU, only integrated graphics, and some people say their GPUs made no difference.) WarRock also uses just a single core of your CPU, not all cores - so multicore doesn't really matter. The overall memory your system has (your 1 TB) is fairly irrelevant.
I'll assume it's up to date. DirectX 11.2 (the latest available on Windows 8.1) says it's only available through WIndows Update, of which the updater did not find that particular update. (Dxdiag reports DirectX 11, no idea if it would report the decimals.)
As for the C++, I assume you mean Visual Studio C++ or something? Again, what I'm finding is on Windows 8.1 those updates would come through Windows Updater. Again, my check did not find that particular update.
I did find a .NET Framework v4.7 which I'm installing now. We can see if that makes any difference.
Have you tried turning down all settings (run everything on low)? Have you closed out all applications when running the game? Have you tried changing your windows theme to something not aero (if that's even a thing you can do anymore; I remember it as a common suggestion in the days of Vista)?
