No easy mass killings of lower level toons.
Pvping in Asheron's Call was an elite status with bragging rights back then.
There's no bragging rights for someone racking up kill count by preying on lower level toons and much weaker ships.
Just leave there dead toon hanging on the gallows for a few days with the warning sign.
Player Killer toons are hugely coddled in most games by developers in the way the game justice system treats the PKer. Slaps on the wrist compared to what they plundered and looted from their prey.
One of the UO developers said they figured it was losing 8 good PvE players for each PvPer they coddled.
Then Asheron's Call launched and another mass exodus from UO took place. Asheron's Call made it a high prestige to be a PvPer by you having to complete the hardest quest in the game and even then you could only PvP against other players who had completed that same quest. It gave you huge bragging rights.
Ultima Online came up with a solution though and created a mirrored shard called Felucia which was the exact same thing as the regular world except now the regular world was a PvE only area and Felucia was the badlands which was all PvP except in cities with guard protection. The PvP mirrored shard offered much higher rewards though for everything you did there so it was an incentive to take a chance in going there.
Ultima Online is still going to this day with lots of players even though it is a 2D top down view only game with a very old game engine. They filled the game with customizable housing and tons of legendary, rare, antique, festival, etc items that could be displayed in the players houses too. Those two things have kept players playing that game and paying monthly subscriptions all these years.
Want UWO to continue then maybe they should take a lesson from Ultima Online on creating longevity for this game.

Late in the game, they won't care the plunder think they just want infamy.

Think of the bragging rights pirates will have then by pirating and staying alive.
You and I have always gotten along fine. I know you always carried your own weight, helped keep the lights on, and carried others for years as well. I do not even remotely group you with the crowd that was directed at.
