Frequent fps drop

I just want to know if anyone experience frequent framerate drops to below 5?
Happens a lot to me, independent of the action (still anywhere, moving - on sea, land, towns, battle, dungeons etc). I have an average pc (runs Fallout 4 max settings smoothly), with updated drivers, no framerate drops on all other games I play (Skyrim, Stalker, Civilization 6,...).
It's rather annoying, I haven't started doing sea battles do to it.
Someone has a solution for this or it's a game issue and Papaya is working on it?

I have the exact same issue. Cannot understand why it is happening. I didn't have it on the old server.
