Currently unable to get "Level UP!" series items from Toma.

Nercophobia

I have a couple of Level UP! coupons left over from the launch event and I can't get any of those items from Toma despite it saying so on the coupon. I prefer Judgement over the standard Gunblades, so it's kind of an inconvinece that I can't get said series from Toma.
