Rank Restrictions / More repercussions for leaving a competitive game.

Recently, there has been alot of "The Blacks" abusing this hole in the system where; a bronze player queues up with a black player so that their total matchmaking elo will drop. This will allow them to meet lower ranked players. The bronze will then leave at the end of the game to -30 points so as to keep his ranking.

To fix this problem,

• Add a Time Restriction Penalty where players will not be able to start a competitive game. 5min/30min/2hour/24hours. 
  
• Add a rank restriction in a party where bronze are only able to queue with silver, silvers are only eligible to queue with bronze/gold, etc.
  
  Big competitive games like League of Legends, Overwatch and CSGO all use this method. Please consider my suggestion.
