A few hard-earned tips for this quest:

- The quest has a hidden (not mentioned when you take it) requirement of unlock 10.
- The Lake Baikal is inland from the Sea of Okhotsk West Coast (North of Japan)
- You have to click on the landmark by the lake to advance the quest
- There's a lvl 68 gang member sitting where you need to dig, so bring a decent weapon.
