Add a non cash vr of ssip for normal ships lv 40 and less

I think we should have a non cash vr of the ssip at least for normal ship up to say 40 .This would help out the game so much.
No newer player is going to be able to mod ships to better work on there class.Not with ssip being 30m+ and i bet that wont drop in price any time soon.
This is the biggest prob for the battle class that needs strong ships to get by because u are more or less pushed to do battlereports and any real lvs thin u move from br to br and bosses from them are no walk in the park for a non modded ship.
