Mechanic to balance out players per nation.

I was thinking of a way to balance out the players per nation since the game has big gaps in nearly any part of the game now.

Some ideas:

• Smaller nations have less taxes when trading/buying in their own territory.
• Everything is cheaper in the small nations (examples like cheaper shipbuilding)

Things that have a certain cost should be reduced for smaller nations.

Can be achieved by looking at the active players per nation over the last month.
