Naval Officer quest not showing up

Hello.

I've been trying to get the quest to get promoted to Naval Officer in the past few days, but so far it hasn't come up. I've spent over 50 qmps on both London and Amsterdam, but the Zealand Plunderer Fleet quest never showed up.
I've also tried to get the Diokytes quest in Athens, but no success.

This is my char's current stats, which supposedly is enough for the quest to pop up (according to the wiki). A friend of mine managed to get the quest, with the same stats.


I'd like to know wether this is a bug or not, because i think it's difficult to get such a bad luck on quest rolling.
