Tactic Point Issue

Dear GM Santa,

I have distribute 5 point to assault rifle magazine extension but my in game magazine is still under 30 .
Detail stated it should be 1 point per extra bullet.
May i know is that an issue all need to leveling the whole assault column to enjoy the benefit?
