Language leeching issue

I'm having problems leeching languages from a fleetmate in Calicut and EA.  Fleetmate has CHinese, Japanese, and Korean but (even with him standing next to me), Adventure Mediator quests show up with a red "1" next to the language when quests show up.  Oddly enough, I can read in archives with those languages and don't need body language when talking to people in EA.  It also seems (although I can't know for sure) that quests with those languages as requisites are not showing up at Adv Mediator. This doesn't seem to be a problem in Europe or Caribbean.
