Where is Quodar?

hi, everyone.

I'm kinda lost, I'm on the lvl 155 scenario quest and i dont know where to find this person to proceed. There isnt any "search npc" function.
I need to find quodar on his business trip. The hint is "the best-growing plant in the underworld."
