Can not start Sea of Wonders in Candia

"In order to enter Lost Memories Chapter 2's New Seas of Wonders,
players must meet ALL of the following conditions:

1) Have entered the Sea of Wonder from Chapter 1.
2) Possess the Port Permit for the Indian Ocean.
3) Have discovered one of the Relics from "GRIMOIRE," "THE FALL OF ATLANTIS" or "ANCIENT HIGH TECHNOLOGY." OR Have defeated 50 or more of red and orange Ganadors."

My all 3 characters met all the requirements above. But 1 of my 3 characters can not talk to Murshid in Candia, while the other 2 characters can.
My all 3 characters have done at least 1 relic from Grimoire theme, and 2 of them have done "Ancient high technology".
And guess what, the character who has done only the relic from Grimoire theme can not talk to Murshid.
Is it a bug, or am i missing something?
