How does aide fleet's formula work ?

I tried to get S trade ,so I made request of my co. mates to send trade aides with S on both Paymaster and Storekeeper even though couple or 3 are rather relatively newbies. However, I got B Adv. B Trade, and B Maritime instead of S trade.
