Shop does not work

Dear mods,
I just bought some warrock cash and it seems that the shop online and in-game are not functioning.....
the message in game: "you must wait for 15 days before trying"
on website: "Purchase error"
can anyone please help me or refund my money!?
cause i dont play this often and i only had time this week so if i cant spend it now then it will be useless to me.
Several solutions on the internet suggest to relog and or switch servers but after trying this nothing changed. and the server switching solution is not an option anymore considering there is only 1 server online.
Please help me!!!
