pls help, cant start the game, cant re-download

hi, i havent played for some time and now i want to enter the seas again, but i cant start my steam version. I always get the Error B9999 when i try. i did everything like verifying integrity, redownloading and such... now i tried to download the game over this website here, but i when i click the button i get this:
